  Shipman Inquiry fourth report

Changes to the ways in which pharmacies and, one assumes, dispensing practices, record the dispensing and collection of Controlled Drugs have been recommended in the fourth report from the Shipman Inquiry.

The measures include:

the introduction of special CD prescription pads for NHS and private prescribing,

prompt communication to pharmacists when doctors’ prescribing powers are restricted,

a 28-day prescribing limit,

a requirement to request and record the identity of people collecting CDs

a formal process for the removal and destruction of residual CDs from patients’ homes.

a multidisciplinary controlled drugs inspectorate should be established to ensure pharmacies and surgeries adhere to CD guidelines.
